12 Update to Scheme of Administration

Section 48 - Strategic Lead - Environment and Infrastructure

Section 48.5, 2nd bullet point to be amended as follows:

The Strategic Lead shall have the power to propose and promote and, where fewer than six objections are received, confirm roads orders in terms of the Road Traffic Regulation Act 1984 and any subsequent legislation regulating the use of the Perth and Kinross Council roads network. Where roads orders cover locations in different streets or contains no other proposals located within 100 metres in the same street, the order can be made by the Strategic Lead for those streets within the order for which fewer than six objections have been received. If the proposal has received six or more objections from a household, business address or interest group, or an objection is received from either a statutory consultee or the relevant Community Council(s), or where all of the local elected ward members request, the order will be submitted to the Economy and Infrastructure Committee for consideration.

13 Committee Timetable 2025

(i) Council is asked to agree that the meeting of the Executive Sub-Committee of the Learning and Families Committee on 2 April 2025 to now be a meeting of the Learning and Families Committee.

(ii) Council is asked to agree that the meeting of the Kinross-shire Committee of 21 August 2025 to now take place on 18 September 2025, and the meeting of 27 November 2025 to now take place on 20 November 2025.

14 Appointments to Committees/Outside Bodies

Council is asked to:

1. appoint two Members to Planning and Placemaking Committee

2. appoint one Member to the Employee Joint Consultative Committee

3. appoint a Member to the Perth and Kinross Sport Council
